Special Announcement — A Message from Lisa Glow, CASS CEO

Today we are especially excited to announce a $10 Million award to CASS from the American Rescue Plan Act (ARPA), specifically the Coronavirus State and Local Fiscal Recovery Fund through the tireless leadership of the House Democratic Caucus and support from Governor Ducey’s Office. We are grateful for the House Democratic Caucus’ advocacy and commitment to directing critical dollars to support the most vulnerable. 

This is the largest single grant to CASS in more than a decade! This award recognizes CASS’ rapid and continued growth and ongoing efforts to identify and respond to our community’s urgent and increasing homelessness issue.  

The funding will be allocated over the next three years with a focus on ensuring that CASS’ programs and services are able to provide health and safety safeguards for both clients and staff in the wake of the COVID-19 pandemic. While community funding is always essential to CASS’ programs, the COVID-19 pandemic created extraordinary unplanned and increased expenses as we’ve expanded to meet the worsening homelessness crisis, including growing our Adult Shelter bed count from 470 to 600 and preparing to open our Senior Haven in July 2023. This award will support operating costs for our Single Adult Shelter at an average of $1.5 million per year for two years, our new Senior Haven at an average of $1.6 million per year for three years, and capital renovation funds. While we will continue to rely on your support, this award ensures a strong foundation for CASS to not only continue meeting the needs of individuals and families facing homelessness today, but to rapidly respond to the ever-changing needs of our homeless community in the future.

The COVID-19 pandemic further exacerbated Arizona’s homelessness crisis, and CASS rose to the challenge to serve our most vulnerable during these dire times,” said, Reginald Bolding, House Democratic Leader. “Addressing the lack of affordable housing and effectively responding to the homelessness crisis has been a top priority for the House Democratic Caucus. Directing federal dollars to serve our most vulnerable communities was the absolute right thing do. This $10 Million allocation signifies our dedication and continued investment in our community and region to lift those in most need. Providing emergency shelter is not for the faint of heart and we appreciate staff at CASS for their herculean efforts to lend support to our most vulnerable. This allocation is a great step forward, but we know more support is needed, we hope to continue to see investments from the state to address the homelessness crisis.” 

Last year, CASS served more than 6,600 individuals, an increase of 30% over the prior year. The need is great and the road ahead is long, but responding to the needs of our homeless neighbors is our calling.
