Connecting people to permanent housing that suits their specific needs is the solution to ending homelessness.
Housing Services reduces the clients’ barriers to obtaining appropriate housing and identifies those in need of immediate housing. If needed, the program helps individuals and families with rental fees, utility bills, and time-limited financial support to ensure their housing stability.
By partnering with local landlords and other non-profit housing providers in communities throughout Maricopa County, CASS is able to provide clients with an array of possible housing solutions. Often, our clients move on to stable and affordable rental housing or permanent supportive housing.
For some of our clients, permanent, supportive housing is their best option. CASS’ housing affiliate, Arizona Housing, Inc. created affordable housing opportunities to help formerly homeless and low income individuals afford a place of their own. At each facility, residential coordinators serve as case managers ensuring that former clients continue to receive the support they need and stay on track in moving their lives forward.
Housing Services also provides housing placement for some of the County’s most vulnerable homeless through the Rapid Rehousing Program. Eligibility for the Rapid Re-Housing Program is based on client barriers to housing which is determined through a specific assessment tool.

The assessment tool also identifies the most appropriate housing to fit the individual’s or family’s needs. Once the individual or family is accepted into the program, a housing stability case plan is developed. This plan identifies each of the steps required on the clients’ journey toward obtaining stable housing (including payment of rental and utility arrearages) and program staff assist clients with housing search and placement, mediation, and legal services and credit repair (via referrals).
